  9. Satellite coverage over the Pole was    
  10. weak and the great continent generally  
  11. underpopulated. Geneva had never really 
  12. felt that it was worth forcing the      
  13. fiercely individualistic peoples of the 
  14. South to conform to Intercorp rules, not
  15. after the Vostok Massacre, at any rate. 
  16. The rest of the world was under more or 
  17. less reliable control of the Intercorp  
  18. Council, but until after Peter got there
  19. they left Antarctica alone.
