- Antarctica lived, and was able to
- enforce, independence from Intercorp.
- Satellite coverage over the Pole was
- weak and the great continent generally
- underpopulated. Geneva had never really
- felt that it was worth forcing the
- fiercely individualistic peoples of the
- South to conform to Intercorp rules, not
- after the Vostok Massacre, at any rate.
- The rest of the world was under more or
- less reliable control of the Intercorp
- Council, but until after Peter got there
- they left Antarctica alone.
